fat32 partition, ordinary users read/write

Is it physically possible to configure my fat32 partition to be read/writable by all users and not just root? Is there a simple command I could enter?

Are there any Debian-specific procedures I could follow?

These are instructions for Ubuntu, but they should probably work for Debian as well:
