Failing to set Process ID lock when starting CommunigatePro

I moved my mail server over to a new box and when I try and start the program I get this error in my maillog

Failed to set the ProcessID lock. Error Code=file is locked

I'm not sure what this means...I think I need to understand more about PID's and how they work. I am currently researching this but I can always use a little help.
