Unhappy F3-F10 is not working when F13-F20 is working in redht-8.

I need to use F1 - F20 keys in some informix applications from a redhat8. I have done the following . which i got from the forum.
I have made a dirctory ~/.kde/Autostart
made the file mmkeys
made the entry's inthe file like
xmodmap -e 'keycode 69=F13'
xmodmap -e 'keycode 70=F14'

upto F20.

the keycodes i got , by using the xev command.
then i made the file ~/.Xmodmap
made the entries
keycode 69=F13
keycode 70=F14
..............
keycode 76=F20
.
then logout and loged in.
then keys F11- F20 are working
but F1-F10 are not working.
what should i do ?
