everything is a file, or not?

It is said that "everything" in Linux ( and Unix) is a file. There are some exceptions however; these refer to sockets, links and directories. However, i think, that this is the case for NICs too; i have never seen /dev/ethX. Is there another naming convention maybe? Why have the developer not chosen to represent NICs as files?
Thanks

Everything is a file, but not everything is accessed the same way. For example, a directory is a file with a list of the contents, but you never see this with normal shell commands.
Where is the NIC mounted?---I don't see a clue in /dev
