enablind ftp and telnet in SUSE Linux Enterprise Server 8.0

I prefer ssh and vsftp myself but I need to enable ftp and telnet on a SUSE system. I try and telnet to the system and it says connection refused. I have uncommented the telnet line in /etc/inetd.conf. Any help would be appreciated.
