Does mke2fs format in FAT32 format?

I'm trying to set up a hard drive that needs to be physically unplugged and put into a windows machine as well as linux, so it needs a file format system that is compatible with both - I'm guessing that would be FAT32?

Linux is recognising an NTFS formatted drive that I have mounted but I want to reformat it as FAT32, only I can't work out how to do this with linux. The SuSE partition tool I don't think actually reformats the drive cause it commits the format change in just seconds. I've found the mke2fs command which I hope may be the right one? _If it is, are there are special options I need to put with it to force the format to be FAT32 ?

mkfs -t vfat

That's probably more what you are looking for.
