DNF Mirror Timeout on 2 of 908 packages only.

Cannot download 2 of 908 packages. Getting a Timeout reached.. what's dumb is I can CURL the URL and download the packages.

[MIRROR] man-pages-4.15-6.el8.x86_64.rpm: Curl error (28): Timeout was reached for http://mirror.centos.org/centos/8/Ba...el8.x86_64.rpm [Operation too slow. Less than 1000 bytes/sec transferred the last 30 seconds]
[MIRROR] man-pages-4.15-6.el8.x86_64.rpm: Curl error (28): Timeout was reached for http://mirror.centos.org/centos/8/Ba...el8.x86_64.rpm [Operation too slow. Less than 1000 bytes/sec transferred the last 30 seconds]
[FAILED] man-pages-4.15-6.el8.x86_64.rpm: No more mirrors to try - All mirrors were already tried without success

I tried to trick dnf that it had downloaded the files but didn't work. (edited a JSON file and added the path to the 2 downloaded files (same location of all the other 906 files) to the end of the JSON, but that didn't work. I'm not sure where the list of already downloaded files is or I'd try to edit that too.

Any ideas on why i can CURL download but not as part of a DNF update?

Wild guesses here.
There is a setting to change how your server thinks what server to download from. Not if curl and dnf both use same locations.
I had a similar issue and had to change it.
