Distribution popularity amongst Linux developers


According to this: http://www.linuxhq.com/dist.html; Red Hat is "very popular among Linux developers". Now I have a couple of questions: #1. what do they mean by Linux developers? People who develop the Linux kernel .. or people who develop using Linux systems? #2. Why would Red Hat be of particular interest to any of the above groups? #3. Given the page is relatively out of date, what would you say the most "popular among Linux developers" distribution is today? (args?)
