Disk size error, but not per fsck
 
I have 14 GB partition. The partition tool in the control panel in PC Linux identifies this correctly.

But when I mount it, Konqueror reports 17 GB total capacity with no free space. I tried fsck, and fsck -f, both cases there is no file system error reported.

How to I rectify this? There should be about 2 GB of free space in teh 14 GB partition.

I am a bit confused by your numbers, you have a 14 Gb disk with 2 Gb free, and it shows up as a 17 Gb disk with no free space?

The only explanation I can think of if you are sure there are no disk errors, is that some file systems are worse than others when it comes to utilizing the physical space on the disk. I am sure someone will be able to describe this in a lot more detail, but in short the space of your hard disk can get very small very fast if you only have files that are 1 byte large. If your file system has a block size of 1 Kb you would lose most of your storage space, and your numbers would look weird.

Can you post some more information about your partitions and filesystems?
