Disabling Perl/CGI Scripts totally

Is there a way to disable users from executing perl/cgi scripts on a cpanel machine? I basically want to totally disable perl/cgi but cpanel runs on it so is there anyway to just prevent users from running these scripts?

Don't provide users with a writable cgi-bin.
