I want to know is there is any way that we can disable the pheripheral in linux like DVD WRITER,
No, you can't disable it, but you can do one of two things:
1. Remove the kernel module for that device, rendering it unusable.
2. Make access to the device for one group only, and keep everyone you don't want using it, out of that group.
Thanks For Reply , I m using F11 , as u say that i can unload the module , can u plz tell me how can i do this for a specific user or a group of users (GROUP), is there is ne command that can fullfill my need , i googled a lot but cant find the exact solution for that problem.

Spell out your words.
The command is "modprobe", read the man page for it, and it'll give you instructions as to it's use. And you can't unload a module for a specific user..it's either loaded or unloaded, period, for the whole system.
You can grant access rights to devices based on group, though, so one group can write to a partition/disk/etc/, but another can't.
