Directory and File permission Problem

Question is simple, i have a directory /store, i want that a user "mgr" can create files or sub-directory under /store, but once created, he cannot overwrite or delete those files or directories (either the ownership of file or directory should automatically change so that he is no longer remained the owner of those files which he has uploaded).

Also consider 1 more thing, the file must be accessible for only a certain group "writers" of which "mgr" is the member and 1 more user "tester" who is a member of another group "testing",i.e user ownership of /store belongs to the "tester" user and group ownership belongs to the group "writers", kindly suggest!

Try to look at SUID GUID on DIRECTORY's applied
