difference between "Web server local URL" and "IPv4 address"?

I have setup a web server for my LAN ( a PC and a laptop connected through a router). When i start the server the following appears
-------------------------------------------------------------
Abyss Web Server X1 (v 1.2.3.0)
Copyright (C) Aprelium Technologies - 2001-2004

Web server local URL: http://127.0.0.1/
Console local URL: http://127.0.0.1:9999/

-------------------------------------------------------------
I had been trying to connect from my Laptop to the PC (where the server is running) with the 127.0.0.1 address, but a "connection refused" message kept on appearing. So i tried the IPv4 address, which i found by double-clicking on my "connection monitor" icon of my PC and everything worked fine.
I know what IPv4 is, but which is the difference between "Web server local URL" and "IPv4 address"?

Your webserver is running on lo, the loop-back
device, and not your ethernet card?

Futhermore, all TCP/IP configured computers have what is known as a local network interface, AKA localhost or lo and its IP address is 127.0.0.1. So the laptop was trying to find the webserver on itself instead of the PC.
