Question /dev/scd0 chown to console user?


When a user logs into the console, they have ownership of a list of devices in the /dev directory. The scsi cdrom (/dev/scd0) doesn't change ownership from root to the console user. If I want only the console user to be able to mount a scsicd drive and umount it, how do I have this included in the list ?
How do you add/remove devices that are owned by the console users?

I have done some searches but havn't had much luck finding my answer.
