Cron Job to run on 2nd and 4th Friday of each month

0 15 * * 5 /usr/local/bin/ > /dev/null 2>&1

How can I modify this cron entry which is currently set to run at 3pm every Friday to 3pm on the 2nd and 4th Friday of each month?

Thank you.
