CPU Monitoring and Notification

Hi.

I'm trying to find a CPU monitoring utility that has the following characteristics:

Wakes up every 15 minutes and polls the CPU
If CPU is over a certain usge amount, send an e-mail. Otherwise ignore.
Can not use SNMP
Can not use http in any way, shape, or form.
Must be console only.

I've found things like sysstat/sar, and mpstat, but they only log. They have no inherent notification ability.

Thanks,

Michael.
