Here is a script around mencoder I wrote to covert almost anything toDVD.

The -vbr option defaults to 5000kbs, so 1000-1500 would be better for most avi's. Also the -as aspect option will add black bars top-bottom or on the sides to fit any weird video aspect ratios. The -au option allows one to add sound/music over a video with no sound.

Code:
[pwalden@walden4 ~]$ cat bin/toDVD
#!/bin/bash

aspect="4/3";
mencoderopts="";
vbrate="5000";

while [ -n "$1" ]
do
   case $1 in
      -?|-h*) echo "usage: $0 [-au audiofile] [-as tv|wide] [-vbr videobitrate (5000)kbps] [-op add mencoder options] <inputfile> <outputmpegfile>"; exit 0;;
      -au*) shift; audiof="-af volnorm -audiofile $1"; shift;;
      -as*) shift;
            case $1 in
            tv) aspect="4/3";;
            wide) aspect="16/9";;
            *) echo "bad -aspect option. use tv or wide"; exit 1;;
            esac; shift;;
      -op) shift; mencoderopts="$mencoderopts $1"; shift;;
      -vbr) shift; vbrate="$1"; shift;;
      *) infile="$1"; shift; outfile="$1"; shift;;
   esac
done

#if [ ! -r "$infile" ]
#then
# echo "input file does not exist"; exit 1
#fi

if [ [ -z "$outfile"  ] || [ ! -w "$outfile" ] ]
then
  echo "no output file specified or file not writeable"; exit 1
fi

echo mencoder ${audiof} -oac lavc -af lavcresample=48000 \
       -ovc lavc -of mpeg -mpegopts format=dvd -vf scale=720:480,expand=:::::${aspect},harddup ${mencoderopts} -srate 48000 -lavcopts \
