Configuring bluetooth in Kubuntu Dapper

My bluetooth setup has changed recently, and i'm not sure why.

Initially if there was no bluetooth adapter plugged in a USB port there would be no bluetooth symbol at all in the system tray bottom right. When i plugged it in, the bluetooth icon would appear and be blue.

Now for some reason it's there and grey on bootup and is always there regardless of whether the bluetooth adapter is plugged in or not. It now only goes blue when it's in use like a file transfer.

By going right click Configuration > Always Visible, i can have it always on or not, but that's not how it was originally.

I've looked around the settings but obviously i'm missing something. What do i adjust?
