I'm guessing it's a "conditional restart" section of an init script (the scripts that start/stop/restart services).

maybe you only want the service to restart if another service was already stopped or started.

Sorry, I'm speculating, I haven't really used it before. Maybe I should defer to a more knowledgable person...

condrestart vs restart

The condrestart (conditional restart) option only starts the daemon if it is currently running.

This option is useful for scripts, because it does not start the daemon if it is not running.
