chmod acts strange in Cygwin


I'm playing a little bit with Cygwin, while I'm waiting for myRH9 and there is a problem
I noticed that 'chmod' doesn't work properly.
(I think it worked properly some time ago)

I typed:

chmod -v o-r list

and it says:

mode of `list' changed to 0640 (rw-r-----)

but when I type 'ls -l'

file 'list' has the same, unchanged permissions (rw-r--r--)

What can be a possible reason for that?

don't know but does windows support modes?
I think that is the problem.
Even though cygwin is supposed to emulate and possibly take the place of a complete unix environment inside windows,but still the operating system you are running is windows and not linux,and of course we know about windows ,don't we?
