charset problem, how to change in cpanel?

My server's apache settings for charset is currently set for German. I want to change it back to English as the default charset. The problem is I don't have root access to the server anymore. But I do have full access to the cPanel admin area. Is there a way to change the default charset there? Or anyway to change it without root access?

OK, I think I've regained root access. I heard it's the httpd.conf file to edit, but all I see is a httpd.conf.bak on the server. Where is the file located at on a cPanel server?
