Character Set problem

I have Fedora 6
when i use wget or copy *.html to my local server
national characters always fail to show.

When i fetch national characters from mySql everything is fine.

Problem is only at national chars inside of the *.php or *.html

No problem when i use national chars at text files on Desktop
but problem when i copy .php and .html files copied from other sites,

How can i solve this?
UTF-8 is said to be the best, how can i make system utf8?
