Changing assigned TTY for logged in users

Ok guys, heres my problem... when users login to my box, whether its from telnet, ssh, or even from within the box itself, they are logged in under pts/# as shown here..

18:10:58 up 18:49, 12 users, load average: 0.07, 0.48, 0.72
root pts/10 localhost.locald 16:34 20:01 0.03s 0.03s -bash
karnick pts/2 - 18:00 0.00s 0.01s 0.00s w
sean pts/6 dhcp-tria-4-158- 17:35 35:53 0.00s 0.00s -bash

what i want to do is use ttysnoop so i can snoop certain people to share a terminal with them... the only problem is that ttysnoop doesnt work on a pts... there were instructions on editing /etc/inetd.conf to assign ttysnoops as the new login program, but i use xinetd so the files i am looking for to modify do not even exist... here is my kernel info

[karnick@dhcp-tria-4-158-133 /]$ uname -a
Linux 2.6.10-1.766_FC3 #1 Wed Feb 9 23:05:01 EST 2005 x86_64 x86_64 x86_64 GNU/Linux

i am obviously using Fedora Core 3.. any suggestions?
