If you are root or have sudo access and the /etc/login.defs file is absent you are in a world of hurts because that is were it belongs.

john@john-desktop ~ $ cd /etc/
john@john-desktop /etc $ ls -a

you should now be able to scroll down alphabetically until you find login.defs

enter sudo gedit login.defs to bring the file up in an editor

scroll down until you find the NO_PASS_CONSOLE and remove the # sign as the first characters of the line. Click save and exit (or close)
