can I limit CPU utilization per user?


similar to how quota sets usage and limits on disks on a per user basis....is there a way to restrict CPU utilization on a per user basis? in other words, can I mandate that no process owned by jdoe can ever consume more than 10% of the CPU? better yet, can I mandate that all of the processes owned by jdoe will never collectively consume more than 10% of the CPU?

any help appreciated.
