I want to install an application that requires front end C CGI in my Red Hat Linux system. How would I know that my Linux have that features and how am i going to install it if the system does not have the support yet?

Well a CGI application is just like any other application. So you've probably got the C source code to the application. Which would mean you would need a c compiler installed to compile the application.
Then you would need to get your webserver to be able to run the cgi program. Apache works very well with cgi programs. You can read more about it on the www.apache.org website.
