Binding iso-8859-1 characters to keyboard in X

Hello!

I'm using a dvorak keyboard under X. I was pleased to find out that I
can type out iso-8859-1 special characters like the upside-down
question mark (alt-left_bracket) and Icelandic letters (alt-e) with
the right alt key.

How do I change the bindings? In particular, I'd like to have the
negation symbol mapped to something like alt-underscore.
