Automatically starting programs for individual users at boot

You know how the rc.local file works? Is there anything like that, except for individual users instead? The method should work for the command-line based runlevels, so things like XFCE's Autostart file are out of the question.

Isn't the file .bash_profile what you're after? There should be one such file in each users home directory. This file is read when you log in on a shell (if your shell is bash, of course).
