are config files from uninstalled programs automatically deleted?

Since I like a very minimalist operating system and since I can use apt-get to install or uninstall anything whenever I want, I tend to uninstall programs if I'm not using them frequently, and not reinstall them until I need them. I just did this with Wine, and noticed that the .wine subdirectory in my home holder didn't disappear with it. Why didn't it? If I delete the program, I expect its configuration files to go too. Is the system not supposed to delete them manually? Am I required to do it myself?

Try using --purge that should remove all config files relating to the application.

Well, the files seem to have gone, but the empty folders remained.
