apxs - bash: apxs: command not found -- please help me

I have two systems run Redhat Enterprise AS 4.0. I am sure that all packages installed them, however when i type "apxs" commmand on one is ok, other is not found this command.
[root@localhost /]# apxs
-bash: apxs: command not found
And sure that, they are the same install. How can i find the command "apxs". Which package contain that command? Please help me. Thank you very much

you need the devel packages for apxs

the apache-devel rpm's
