applying cfs patch.


Hello ,
i've been given a assignement here at college for which i need to install the new cfs scheduler. As per my knowledge it is to be released with the 2.6.23 kernel which is yet come.
I came across this link : http://people.redhat.com/mingo/cfs-scheduler/
but i dont know much about how to attach these things. I have just compiled a 2.6.22.4 kernel and upgraded it from my old 2.6.15 that came wid fc5.
Can anyone plz tell me how do i now proceed further.
( besides i also have another question that , development of the linux kernel must be independent of any distribution, .. . then how come the patches are released at redhat's servers. )

Probably by applying the correct patch, but I don't really know.

people.redhat.com is probably a personal site server and not affiliated with Official RedHat.
