apache Bandwidth Limit


Hello, i'm currently running redhat linux 9.0, with the default kernel. I'm running a server connected to the internet offering webhosting. How do I setup something to limit the bandwidth of my users every month such as when they reach their limit, they will have a 'Bandwidth limit exceeded' error message instead of their homepage.

I'm currently using apache 2.0.
