Root doesn't need to be put in a group but anyway...

Edit the file /etc/group and add like thus:
apache:x:400:root
This puts root in the apache group.

As I understand, oracle has to be run as user oracle.

You can do as /bin/bash said

or if your using Red Hat (FYI for everyone who is)

Red Hat menu -> System Settings -> Users and Groups

if your not already root you'll have to type the root password
on the groups tab your groups you want to change should be listed.
Highlight the group. click on "properites" button. Click on the "Group Users" tab and put a check mark by the users you want to add to that group
