I could be wrong, but I don't think that there is any such verification from the FSF. The large number of eyes in the open-source community should be able to find any abuse of the GPL and bring it to the attention of the FSF. To my knowledge this issue has not yet arisen, and the GPL has not yet been tested/enforced in any court (yet...).
