Do you have the install disk?

If you have it your problem is 80% solved.
Just boot from the install CD / DVD, select "update", follow on until you come to the package selection section, search for the libtermcap package, select it and go on with the process. Once done, you will be able to reboot with everything (hopefully) in place.
