It's not really an extension, per se, because usually these would have a point between... filename.~, but they are a filename~. AFAIK it's been like this for a very long time, before Linux was a twinkle. It's also very handy, so you always have a copy of the file prior to the last edit, but no further back. Useful if you forgot to make a backup copy yourself. Oh, ana Chris, it needn't be *.*~... you can get away with *~ in any *nix system.
