I believe he means a program that will take screenshots and videos inside a game. For instance taking a screenshot in Doom 3 or something of that sort.

True, but some of us are just crazy enough to do everything we can to try to play games in Linux . My personal favorite so far is UT2004 because it gives me plenty of gaming goodness with all of the available mods.
I too searched for an app like fraps some time ago. I don't think that there's any real alternative for linux at this moment I'm sorry . There's a couple of programs that will let you record a small video but they aren't good for games, when you try to record something, your framerate will drop to the point where it's unplayable.
You could also write a loop for ImageMagick's import command and then encode the images to some video format. However, it looks like xvidcap should do what you want, even capture sound along with video.
