Lincity: Empty Black Window

Problem: Running xlincity opens a window labelled:

xlin-city, Version 1.11, (Coyright) IJ Peters - copying policy GNU GPL

...that is completely black.

I installed the 1.11-6 lincity and 1.11-6 lincity-x deb packages.

The system configuration:

Debian Linux 3.0, 2.4.19 kernel, headless, this has the game on it.

WXP machine running cygwin-X, ssh'd into the Linux box with X11 forwarding active.

I have not tried playing the game on a monitor attached to the headless box, because that would involve lugging moitors about. I'm hoping somebody might have an obvious answer.

Other X apps and games (xgalaga, nighthawk, and others) seem to work just fine. Anything special about lincity?
