What's right timing to change to normal user?

Dear Mentors!

I'm wondering when is the right time to change to the normal user.

According to the BLFS book,
Code:
$useradd -m <new-user>
command appears first on Chapter 3. Configuring for Adding Users.

But after that(after 2 pages), there are lots of config files need to be written under '/etc' directory.

So is it recommended to add user and switch to newly added user right away? or add user and wait until configuration has done, and then change to it?(Before installing other packages?)

I want to have effect by config files every user on the system even root. And I'm a newbie so wondering if I could not affect newly added user by mistake.

BTW, is it ok to change user to root just for install? (When other instruction is not written)
Code:
I mean
as normal user
$./configure (with options)
$make -j4
$su (to root)

and then
#make install
Thanks for your help!

Hi
When you create a user the /home/user dir is created for them, without /home/user the user files cant be written, which need to be created by the user The files that go in /home/user are the .bash files

Any files written to / dirs "etc" need to be done as root.

Hope thats makes sense
