I'm not sure, but I think e2fsprogs provides the tools to check the integrity of an ext3 filesystem. I think the things you need to mount an ext3 filesystem are built into the kernel if you chose those options. I build on reiserfs and a couple of times I've forgotten to install reiserfsprogs (DOH!). When I rebooted into the new LFS it gave me an error that it couldn't check the filesystem but it mounted it OK. Of course, you won't even see that error if you don't mount an ext2/3 partition.
