loadkeys not supporting utf8 chars


after many atempts, I made my own keymap file. but the utf8 chars aren't working despite being loaded with no error (even with -u option). the ascii chars work with no problem.
the keymap file is the same as us keymap but instead changed qwerty layout file with include that's like:

keycode 16 U+D8B7 
my lfs version is 11.1 and kernel is 19.6.
I only use tty.
