Start a project altering Kubuntu's source with Debian structure.

Start a mailing list for your project.

Try looking for Kubuntu's source.

Ask Debian developers what structure produces the power.

Start a project altering Kubuntu's source with Debian structure.

As for KDE being a window manager, and not a distro you could get the source and make a binary for your distro then make the Live-CD install it.

When you have anything, try getting sourceforge.net to make it available for download.
