GTK+-3.22.18 configuration

gtk-cursor-theme-name = Adwaita
The line gtk-icon-theme-name = oxygen sets the icon theme for GTK+ 3 applications.

Is it OK if I install gnome-icon-theme-3.12.0 and change gtk-icon-theme-name = gnome since gnome-icon-theme-3.12.0 installs the icons to /usr/share/icons/gnome or are there any collateral changes needed?

yes, that should be enough (to be sure look at the index file in /usr/share/icons/gnome)

you can, but usually you wouldn't edit this file by hand.
your desktop environment probably comes with some appearance changing gui.
or then, you could install lxappearance.

Installing gnome-icon-theme-3.12.0 and setting gtk-icon-theme-name = gnome is okey.

You don't want to install gnome-icon-theme anymore. All icons from 3 gnome-icon-theme packages are now part of adwaita-icon-theme. You should install that.
