If you don't have that card (it's a serial-ATA card), say no. If you have it, say yes; also if you're not sure it's about a driver it usually won't hurt to include it, the kernel will only be a bit bigger.
If you want a nicer way to configure the kernel, you can also use the menu-driven 'menuconfig': during 'make oldconfig', just press ENTER on every question, until oldconfig is done. Then type 'make menuconfig'. You'll get a much nicer menu then which is much more comfortable to do the configuration, and there is some help available for most options too.
