Bash Shell Startup Files - Not working!

I've found out that my /etc/profile is not really working. I doesn't run when I login. I've followed the steps in BLFS 5.1, but it still doesn't work.

i.e. it doesn't load /usr/local/bin programs and it doesn't alias ls to ls --color.

What can be wrong?

Bash version 2.05b and kernel 2.6.8.1
