I hope this is a typo "nsdc.conf" It should be nscd.conf which is the file

Have you run make install?

The nscd.conf file is in glibc-2.23/nscd/nscd.conf. It then gets copied to /etc/nscd.conf.

yes I did I was up to the step where I was supposed to install the configuration and it came back as no file found. obviously when I run the cp -v ../nscd/nscd.conf /etc/nscd.conf command

You should be in /glibc-2.23/build dir to run cp -v ../nscd/nscd.conf /etc/nscd.conf.

You can always check if the nscd.conf is in glibc-2.23/nscd/nscd.conf
