sctp.h missing in /usr/include/netinet in RHEL4 64bit

I installed the 64 bit version of RHEL4 but cannot compiled properly using SCTP library as it cant find it in /usr/include/netinet directory. The 32 bit version has that file in the directory and compile properly. Using the find command, this file is located in these directories:

copying these files in /usr/include/netinet didnt solve the problem as it is different from the one that can be found in the 32 bit version. copying the file from the 32 bit version cant solve the problem also as it cant find the -lsctp compile option.

Kernel Ver.: 2.6.9-5.ELsmp

Any tips on how to solve the problem?
