i have qmail toaster installed on centos , i want to block various extensions like exe, mpg ,etc and i want this setting for paricular users is it possible or not if yes then hoe

but without installing qmail scanner it is not possible to block exe, zip etc in mail
If you want something to scan emails and block certain things, then you obviously have to have a scanner. Otherwise, you can always write your own piece of software to do exactly what you want.
