Is there a "make_tape_recovery" equivalent tool in RHEL ?

In HPUX, there is a built-in tool called "make_tape_recovery" to backup OS to tape.

Is there any similar built-in tool in RHEL to perform such backups?

Not exactly. Bootable tape is a pretty old thing. Virtually all servers now come with CD or DVD drives rather than tape drives. So, bootable CD or DVD. Check out the following threads/posts and see if that helps:

If you want backups in general and on a regular basis, that's a different issue. There are many solutions for that as well depending on what your particular needs are.
