Initrd is not the right place to add different languages, as initrd is for installing hardware drivers in the system hardware boot process. Initrd does not contain anything that would not be in the kernel.

There is a good tute for making an initrd on these pages, although it is aimed at evms users.
http://www.faqs.org/docs/evms/x3834.html

Ubuntu uses a different system using make-kpkg, that includes an --initrd flag in the kernel image and kernel headers command.

Language selection comes in a the system interaction layers, so one can expect the basic keyboard setup to occur in /etc/init.d. As far as the GUI is concerned, there will be a setup option somewhere in the GUI admin tools.

Maybe you need to select this language as the default during the install process, otherwise you can also make it the default language after the system is up and running.
To add Hindi to your Ubuntu GNOME GUI, select System - Administration and the item for Language Support. In the list select Hindi. A download of 17 or so language pack files will result especially if you have OpenOffice and KDE apps installed as they will need the Hindi help files.
After the installation the Language Support window will close. Select it again and in the default language pull down menu, you will see that you can select Hindi as the default.
I can't read Hindi so I'm not going to test it for you.
